The report described the everyday life of the many millions of suppliers who race through China’s cities on electric scooters to deliver food or groceries. The payment is so bad, and the pressure is so great to get from door to door quickly, that drivers are often exposed to great risks in road traffic, and to make matters worse, without adequate insurance.

The food delivery service Ele.me, which has three million of these part-time drivers under contract, had an idea. The app’s programmers came up with a new menu item called “I like to wait five minutes or longer”. A second storm of indignation was the result. Nationwide again. Ele.me reaped much ridicule. New labour laws were needed, not such a stupid menu item, it was often said.
